Permítanme to initiate this intervention reflecting on the commitment of fight against the poverty, effective from September of 2000, when 189 countries subscribed the declaration of the Objectives of Milenio (ODM). By virtue of that agreement we committed ourselves to fulfill, until 2015, with some basic intentions in the way to the Human Development.


LIMITATIONS OF the “OBJECTIVES OF the MILLENIUM”

Today, from a government who has proclaimed in Ecuador a citizen revolution, democratic, ethical and nationalistic, we wanted to propose some reflections critics on the own concept of the ODM, its limitations, and the dangers which they involve minimum agendas of this nature, coverall in front of the deep social and economic asymmetries that the planet lives.

The first limitation in the ODM is that they constitute a minimum like strategy to diminish the poverty. There our goal is to go much more of such minimums, deepening the objectives and incorporating many others. The fact to subscribe us of exclusive way to an approach of minimum necessities, like which they raise the ODM, implies a high risk, when looking for to satisfy consciences, but limiting the aspirations of change of articles of incorporation.

Of this form, we can assume that two thresholds exist that allow us to characterize the life of the people. First it has to do with the indispensable capacities in the human beings to subsist within the society, capacities without which a life could not be called at least human. The second threshold talks about the capacities that allow each one to be made like person within that society. We are speaking, therefore, not only of subsistence, but of the right to enjoy a life worthy to be lived.

NOT TO the MINIMUM OBJECTIVES

Sir President, Excellence:

Let us think that to have the goal to live with a dollar plus a cent to the day, for, supposedly, surpassing the extreme poverty, or avoiding to die prematurely, as could be colegir of the ODM, it does not mean to take a worthy life.

The development of public policies in a country that tries a radical change, as the Ecuadorian case, cannot be satisfied to reaching minimum objectives. Obvious to avoid the premature death of the children and children or the gestantes mothers, is an unquestionable objective. Nevertheless, centering to us only in that, we run the risk of conforming to us whereupon the human life is simply a resistance process that it has like aim to extend hours plus the existence of the people.

COMMON OBJECTIVES ON SOCIAL MAXIMUMS

We propose, consequently, common objectives not only on minimums of life but on social maximums. For example, we considered that it is possible to share diverse identities, to construct and to recover spaces public, to guarantee the access to justice, to have a work that the right guarantees to gain the own living, to have time for the contemplation, the artistic creation and the recreation, objectives that already are in the National Plan of Development that has put in use the Government of Ecuador.

Of this form, we resigned to the idea that the present is a pure historical fatality forehead to which we wavered looking for minimum clearly elementary.

Still more, the perspective to be satisfied to minimums also supposes the legitimation of the reality that we lived, since such minimums look for to trastocar the distances neither the relations of being able between the subjects nor between the societies. That is to say, also we pleaded for the recognition of an equal dignity all the human beings.

UNIVERSAL DDHH AND VALUES AGAINST SOCIAL PROGRAMS THAT FRAGMENTED the SOCIETY

In this same sense, we looked for to impose in Ecuador the empire of the human rights and universal values. On the contrary, which the long and sad neoliberal night postulated, from a welfare perspective of compensation by the resulting consequences of market absolutism, they were social programs that ended up fragmenting to the society in so many parts as social groups can exist.

Nevertheless, a national project and a change of the relations of being able within a society, do not mean a sum of fragments, trying that, by a chance of the destiny, acquire sense and coherence and is united like the parts of a puzzle, even in spite of not counting on all the pieces that integrate it.

He is indispensable to draw up a shared project, that must be in constant redesign, and that exactly has like objective the one that all we wish to be part of he himself. For that reason, in Ecuador we constructed the National Plan of Development in democratic form, because we understand that without the participation of all in the fundamental decisions of the society, no country will be able to legitimize and to return more efficient its political decisions.

One treats, in sum, to change a political practice applied by the traditional sectors, with its technocracy and elitismo, to give back to the word and the action to those who must be the owners, protagonists and beneficiaries of the public policies.

In addition, it wanted to indicate that the ODM suffer from a vision of development become attached to consumption criteria, and from a strategy related to the processes of economic liberalization.

Our glance of development is very different: we understand by development the attainment of the good one for living on all, peacefully and harmony with the nature and the indefinite prolongation of the human cultures.

ECUADORIAN PROPOSAL TO REDUCE CO2: TO CONSERVE EARTH PETROLEUM

In this sense, pleases to us excessively that in this Assembly it has struggled widely on the devastating and unjust effects of the climatic change. Ecuador has brought a proposal makes specific and innovator to contribute to the reduction of emissions of CO2 and to the conservation of the biodiversity with our project Yasuní-ITT.


The initiative raises the commitment of not exploding near 920 million petroleum barrels and thus to avoid the emission of around 111 million originating tons of carbon of burns it of fossil fuels.

Nevertheless, this will imply to let receive enormous investments and near 720 million annual dollars, very significant amount for the Ecuadorian economy. DECLARATION OF the RIGHTS OF the INDIGENOUS TOWNS

When speaking of cultures, also cheers to us that the Assembly of the United Nations has adopted makes few days the Declaration of the Rights of the Indigenous Towns cosponsored in very active form by Ecuador, instrument that has had to hope more than 20 years for its approval and that it will be the constitution for the protection of the human rights of our native towns.

FOR ECUADOR HUMAN BEINGS DO NOT EXIST ILLEGAL

Finally, that good one for living del that we are speaking also estimates that the liberties, opportunities and real potentialities of the individuals are extended. And we are actively working to promote a change in the shameful international migratory policies, without forgetting, by all means, that our greater responsibility is the construction of a country that offers the guarantees of a worthy life like mechanism of prevention of the exodus forced by the poverty and the exclusion.

THERE ARE AIM OF HISTORY AND no IDEOLOGIES

Sir President, Excellence:

We do not have to be deceived those who as opposed to proclaim the aim of the ideologies, the aim of history. The preservative sectors want to make think us that we lived in the best one on possible worlds and that there is to leave any attempt of change, any attempt of construction of our own individual and collective identity, any attempt of construction of our history.

As opposed to that conception of the world, stingy and autocomplaciente, we maintain that it is possible to carry out a collective, conscious and democratic action, to direct our lives and to organize the world-wide society of another way, with a more human face. Our concept of development forces to us to recognize to us, to include/understand to us and to value an a to us others, in order to make possible the autorrealización and the construction of a shared future.

It is to the construction of that world, of that dream, that Ecuador wants to invite them.
